The Anti-Recidivism Coalition (ARC) operates its Second Chance Apprenticeship Readiness program in Sacramento to help ARC Members impacted by incarceration access good-paying, long-term careers in the skilled trades. With support from a funding partnership with the Sacramento Municipal Utility District (SMUD), ARC expands outreach in underserved communities across SMUD’s service area and connects participants to workforce opportunities tied to the region’s clean-energy economy.
ARC provides one-on-one coaching and wraparound support to help participants complete applications, enroll, and stay engaged, while linking them to trusted training partners such as Northern California Construction Training (NCCT) and the Building Careers Foundation (BCF).
Because of this partnership, ARC will also host quarterly workshops that introduce clean-energy and “green jobs” pathways and show how these careers connect to SMUD’s 2030 Zero Carbon Plan. When costs become a barrier, the partnership can help cover practical needs like required tools and protective gear and, when needed, union initiation fees—so participants can fully take part in hands-on training and move into career-track employment.
