We are writing to provide an important update regarding SB 672—a bill that has brought us closer
than ever to recognizing the humanity and potential for growth in those aged 18 to under 26 at the
time of their offense.
The leadership of the bill (Senator Rubio, The National LWOP Leadership Council, the
Anti-Recidivism Coalition, Human Rights Watch, Latino Justice, and the University of Southern
California Gould School of Law Post-Conviction Justice Project) has made the strategic decision to
pause movement on the bill until January of 2026. This gives us time to preserve the original intent of
the bill, counter misinformation, build broader support, and enter the next phase with an even stronger
coalition.
We want to emphasize that this pause is not a step back—we will resume in January exactly where
we left off in the Assembly, only better positioned. The bill has encountered a growing wave of media
misinformation, fear-mongering, and unexpected amendments. We are deeply grateful to Senator
Rubio, whose advocacy and resilience have greatly contributed to the bill’s success in the Senate.
We can all empathize with the challenges of being a champion for those impacted by crime while also
advocating for thoughtful reform.
This is an opportunity to strengthen our efforts while maintaining the historic progress we have made.
During this pause, we will focus on community education, legislative outreach, and telling the truth
about what SB 672 really does: offer a rigorous, case-by-case path to parole review, not guaranteed
release.
What’s important:
● SB 672 has advanced farther than any prior LWOP reform for 18-to-25-year-olds.
● The bill passed the Senate 24-11, a historic milestone that remains intact.
● In January, we will restart in the Assembly exactly where we left off, not from scratch.
● The SB 672 coalition will be working to build support for the bill by educating the public and
policymakers about the bill’s true intent.
● We will reverse the amendments excluding domestic violence and two or more deaths.
