Second Chance Apprenticeship Readiness Program
Our key vocational training initiative is our Los Angeles Second Chance Apprenticeship Readiness Program, an 11-week cross-sector partnership between the Los Angeles Unified School District (LAUSD) and the LA/OC Building Trades. All program participants are paid livable wages during cohort training prior to being placed directly into union apprenticeships. We have served over 413 participants (adult and TAY) thus far, with a 75% graduation rate and 82% placement rate of graduates. In the Los Angeles area, there is a need for skilled occupational credential programs, such as those in renewable energy.
Through a cohort program partnership with In-Charge and Logitech, our young members can take advantage of training to become Electric Vehicle Maintenance Technicians. The training is centered around Electric Vehicle Supply Equipment (EVSE) with special emphasis on EVSE Maintenance, EVSE Troubleshooting and EVSE Commissioning. Youth completing the program will have the opportunity to select between a technical or non-technical track. The technical track includes training in Computer Aided-Drafting & Manufacturing while the non-technical track includes training in Project Management.
Our mission is to help Members find jobs post-release and simultaneously establish family-supporting careers that will set them up for continued success and economic mobility.

Job & Life Experience
By graduation, all participants have the following certifications: MC3
(Multi Craft Core Curriculum), OSHA 10, and CPR/First Aid. Career
placement options include apprenticeships in general construction,
carpentry, electrical work, welding, plumbing, and masonry, among
others.

Sacramento 2nd Chance Readiness Program
The Anti-Recidivism Coalition (ARC) operates its Second Chance Apprenticeship Readiness program in Sacramento to help ARC Members impacted by incarceration access good-paying, long-term careers in the skilled trades. With support from a funding partnership with the Sacramento Municipal Utility District (SMUD), ARC expands outreach in underserved communities across SMUD’s service area and connects participants to workforce opportunities tied to the region’s clean-energy economy.
ARC provides one-on-one coaching and wraparound support to help participants complete applications, enroll, and stay engaged, while linking them to trusted training partners such as Northern California Construction Training (NCCT) and the Building Careers Foundation (BCF).
Because of this partnership, ARC will also host quarterly workshops that introduce clean-energy and “green jobs” pathways and show how these careers connect to SMUD’s 2030 Zero Carbon Plan. When costs become a barrier, the partnership can help cover practical needs like required tools and protective gear and, when needed, union initiation fees—so participants can fully take part in hands-on training and move into career-track employment.
